Is the evidence ratio an ATS score?

No. It is only your supported count divided by your stated total, with no target or ranking.

What if I cannot support a requirement?

Do not invent experience or keywords. Leave it unsupported, or add evidence only if it is truthful and relevant.

Must every outcome be a number?

No. Use a number only when it is accurate and defensible; a specific truthful qualitative outcome can also be useful.
