How long do photos stay in Recently Deleted?

30 days, per Apple's official policy. After 30 days they are permanently and automatically deleted. During those 30 days the items are still stored on your device (and in iCloud if iCloud Photos is on) and count against your storage quota.

Can I recover photos after emptying Recently Deleted?

Not from the device itself. If you have an iCloud Backup or a computer backup (via Finder/iTunes) that was made before the deletion, you could restore from that — but it would overwrite your current device data. There is no 'undelete' option once Recently Deleted is emptied.

If I delete a photo on my iPhone, does it delete from my Mac too?
